Submission of Online Application Form, Document Verification & Confirmation for Admission to First Year of Four Year Degree Courses in Engineering/Technology for academic year 2012-2013

This notification is being issued for Submission of Online Application Form, Document Verification and Confirmation at Application Receipt Centres (ARC) by candidates to be admitted in Autonomous Colleges, State Government/Aided Colleges, University Managed Institutes, University Departments, Such Unaided colleges and/or such number of seats from Unaided colleges, which by mutual consent have decided to form part of this admission process of

Engineering/Technology Courses for the Academic Year 2012-13.

Minimum eligibility criteria for applying to admission to these courses are as mentioned in the Information Brochures issued at the time of submission of application form for MHT-CET 2012 and to be issued at the time of submission of online application form.

The “Online Application Form” is being made available to only those eligible candidates, who are desirous of seeking admission to the aforesaid colleges through centralised Admission Process, on the official website www.dte.org.in/fe2012.Aspiring candidates are required to fill in the Online Application Form, take the printout of the Online Application Form and Confirm the Online Application Form in person along with duly signed printout of the Online Application form, required documents (both originals & attested copies) at the ARC listed below as per schedule. The merit list of eligible candidates for Centralised Admission Process (CAP) will be displayed on website.

Applications of Maharashtra State, OMS and AIEEE candidates received by post at ARC/DTE office will be rejected and no communication will be done with the candidate.

Note:

1. It is MANDATORY for all eligible aspiring Maharashtra State, AIEEE-2012 (Paper-1) qualified and J&K Migrant candidates to submit and confirm Online Application Form.

2. AIEEE and J&K Migrant candidates should draw D.D./ Pay Order of specified amount on any Scheduled/Nationalised/Commercial Bank in favour of “The Director, Technical Education, Maharashtra State” Payable at “Mumbai”.

3. AIEEE-2012 (Paper-1) qualified candidates applying for Engineering/Technology Courses: Such candidates should confirm the application form at ARC, along with a DD/Pay order of Rs. 700/- (Rs. 500/- in case of candidates of Backward class categories belonging only to Maharashtra State).

4. Maharashtra State candidates aspiring for admission against AIEEE seats, if they are AIEEE-2012 (Paper-1) qualified should apply for All India Seats (AIEEE) through the same application form along with DD.

5. J & K Migrant Candidates applying for Engineering/Technology courses: Such candidates should send print out of duly filled in and signed online application form and attested copies of required documents for confirmation along with a DD/Pay order of Rs. 700/- to: The Principal, Sardar Patel College of Engineering, Versova Road, Munshi Nagar, Andheri (West), Mumbai-400 058.

6. If the candidate fails to confirm the online filled application form at ARC, then such online filled application will be rejected and name of such candidate will not appear in the merit list(s) prepared for the purpose of CAP. Such candidates whose name does not appear in the merit list will not be able to participate in the CAP.

Centralized Admission Process (CAP):

For the academic year 2012-13, the Competent Authority shall conduct total Three (3) rounds of Centralized Admission. The CAP shall consist of first Two (2) rounds of Centralized Allotment wherein eligible candidates will fill separate/fresh Online Option forms for respective rounds and Third round of CAP shall be conducted by way of counseling only for the eligible Maharashtra State candidates.

Candidates who have filled in and confirmed the aforesaid Online Application form for Admission to Engineering/Technology course at ARCs and who have been assigned a merit no. shall only be eligible to participate in the CAP.

Students From Other Boards Start Filling In Options Forms

The online admission process for junior colleges which will kick off a day after the secondary school certificate (SSC) results are announced on June 13is expected to be tied up within 35 to 45 days.

T Shiware, principal of Hinduja College and member of the government-appointed online committee, said,Colleges are expected to complete admissions under the various reservation and in-house quotas within 10 days of the announcement of SSC results.We are hopeful the admission process will be over within 35 to 45 days. 

Meanwhile, around 1,000 students from other boards have already completed filling options forms online.

Officials said the online admission procedure will be smoother this year as students wont have to wait for the hard copy of their mark sheets to start applying. Also, only three merit lists will be announced online for the three streams Arts, Science and Commerce. Admissions to bifocal subjects will take place offline after the online admissions are tied up.
The schedule will be a little different from the previous two years because of the changes proposed by the online committee this year. We have prepared the schedule and are waiting for the final nod from the department before disclosing it to students, said a senior official at the office of the deputy director of education (schools).

Since the reforms proposed by the online committee were approved only in March, the printing and distribution of admission booklets was delayed. However, training sessions have already been conducted for school authorities as well as students. Our guidance centres are working throughout the day to solve any queries that students have. This process will be smoother than the previous three years, said the official.
The first of the two-part admission form was made available to applicants in the first week of May. Students are expected to fill their basic details in the first part of the form while Part-II (options form) requires the total marks, choice of colleges and so on to be filled. Even state board students are allowed to fill the options forms but it will be accepted by the system after June 14, added the official.

A TO Z OF E-APPLICATION PROCESS 

1 Where will a student get guidance for the online admission procedure 

A student can approach the principal, teachers and staff of his or her school or a guidance centre established in each ward or taluka for the purpose* 

2  Will a student get admission to a college of choice on the basis of his or her stated preference 


Seat allocation will be on the basis of a students marks and availability of seats. If a students name does not appear in the college of first choice then the second preference will be considered and so on 

3 Will a student get subjects of his or her choice 

The online process only allots a seat in a junior college. Allocation of optional subjects is the prerogative of college principals, subject to merit and availability 

4 Will the merit list be decided college-wise Will there be one merit list for the Mumbai  Metropolitan Region (MMR)


All merit lists will be college-wise.A single merit list will not be generated for the entire MMR 

5  If a student is unable to apply before the last date due to a technical failure,will the deadline be stretched 


In such an event,a student must immediately contact the guidance centre.In any emergency,the government will take an appropriate decision in the matter 

6  What is the difference between science general & science bifocal 

In bifocal, you apply for a particular stream (either Science or Commerce) with technical subjects;in general (Science, Commerce and Arts),you apply for non-technical subjects 

ADMISSION HICCUPS OVER THE YEARS 

2008 | 70:30 policy and the percentile formula 

A government resolution (GR) stated that a percentile system be followed for FYJC admissions; here, percentiles in each college were to be calculated on the basis of the Top 10 scores at the board level. Thus, students from the state board got an advantage. Another GR asked colleges to give preference to students from Mumbai Metropolitan Region for 70% of the seats and the rest to others. Both were quashed at the High Court but delayed admissions 

2009 | 90:10 policy 

The state asked colleges to favour state board students applying for junior colleges.The remaining seats were supposed to be allotted to students from other boards.ICSE students took this matter to court and the 90:10 GR was quashed 

2010 | Best-Five policy 

The state education department announced the Best-Five Policy that gave state board students the option of applying to colleges after choosing their top five scores out of six subjects.The HC ordered the policy be extended to ICSE students as well 

2011 | CBSE exams 

CBSE board started school-based exam system for its Class-X students.The state education department refused to accept the results of these students.They were allowed to apply once the admission process went offline

Results Announced A Week In Advance To Give Students Time To Weigh Their Options And Prepare Documents


Mumbai : While students bettered their performance in the Maharashtra Health and Technical Common Entrance Test (MHT-CET ) this year, the states overall results have not picked up substantially from 2010.In the engineering category, scoring a perfect 200 is a case in history as no student has managed the feat in the past three years.This year the highest score is 196,achieved by Laturs Pushkar Narsikar.
Two students from the city Bhairavi Mehta and Sagar Patel scored 195 and 194 in the PCM (physics, chemistry and mathematics) group and stood second and third, respectively. In health sciences, the percentage of qualifying students rose from 12.02% to 13.27% this year. Madhavi Indani from Jalna topped with a score of 198, followed by two students from Nanded.

Mumbai’s Mustafa Karim stood at the fourth position in the state, with a score of 195.In health sciences across the rest of the state, including Mumbai,15,905 out of 1.30 lakh candidates (12.2%) got 50% marksthe minimum required for an open category seat in MBBS and BDS. In all,2.16 lakh students took the health sciences test;1.14 lakh students were boys and 1.05 lakh girls.

Maharashtra’s tech institutes have enough seats. So, even students scoring the least marks can get a seat in engineering. While more than 183 candidates scored between 190 and 200 in 2010,the numbers fell to 37 in 2011;the situation has not changed much with only 39 students scoring above 190.An official said overall, engineering results have improved. Colleges will have to lower their cut-off as scores have not risen drastically.
Technical and medical boards jointly announced the results almost a week in advance so that students have enough time to decide their options and prepare their documents. Mark sheets will be available with colleges on June 14, said Pravin Shingare, in-charge director, Directorate of Medical Education & Research.

With the centre announcing a single test National Eligibility Entrance Test for admissions to all MBBS courses in the country from next year, the state might still continue to conduct the CET for dental and other health science courses. The decision whether to give admissions to these courses on the basis of NEET or a local CET from next year is still pending,if it comes into practice from next year, said Shingare. For this year, students can start filling their preference forms from July 3 at four centres for medical admissions.In engineering,students will have only two rounds of admissions followed by the counselling round this year. Students will also get the benefit of mock allotment for engineering in first round, said Narendra Patil, DTE official.
